The report stems from earlier allegations of the Trump administration downplaying Russian interference. CNN first reported in September 2020 a whistleblower complaint alleging that high political appointees in DHS repeatedly instructed career officers to switch intelligence assessments to go well with Trump's agenda by downplaying Russia's efforts to intrude within the US.The whistleblower claimed that Wolf had instructed DHS officers to "stop offering intelligence assessments on the specter of Russian interference" and, as a substitute, focus their efforts on gathering information related to actions being carried out by China and Iran.
The scope of the DHS IG report was restricted to the one intelligence report in question.
Initially, the IG found, the DHS Intelligence and Analysis Office had adopted inside drafting and editing processes.
